The transportation industry standard"Technical Requirements for Special Safety Facilities for Urban Public Bus and Tram Vehicles"has been reviewed and approved,and is now released.This standard is published by the People's Communications Publishing House and announced on the website of the Ministry of Transport of the People's Republic of China.

The main contents of the"Technical Requirements for Special Safety Facilities for Urban Public Bus and Tram Vehicles"with the code JT/T1240-2019,which came into effect on March 1,2019,include:stipulating the general requirements for special facilities for urban public bus and tram vehicles,passenger doors,emergency exits,window breaking devices,driving area protective isolation facilities,vehicle fire extinguishing devices,battery compartment automatic fire extinguishing devices,battery box fire extinguishing devices,flammable volatile matter monitoring and alarm devices,tire pressure monitoring systems and other technical requirements and specifications.

The standard drafting participating unit,Anhui Zhongke Zhonghuan Defense Equipment Technology Co.,Ltd.,independently developed and produced the battery compartment automatic fire extinguishing device;Battery box fire extinguishing device;The monitoring and alarm device for flammable volatile substances has been officially included as an industry standard.

The standard stipulates the following for automatic fire extinguishing devices in battery compartments:

10.1 Lithium battery compartments,supercapacitor compartments,high-voltage equipment compartments,etc.should be equipped with battery compartment fire extinguishing devices with fire alarm and extinguishing functions.

10.2 In the event of a dangerous situation,the automatic fire extinguishing device can automatically start when the vehicle power is disconnected or not disconnected.

10.3 If an automatic fire extinguishing device uses a pressure storage protective device,it is recommended to use low or medium pressure methods.

The standard stipulates the following for the fire extinguishing device of battery boxes:

11.1 New energy buses should be equipped with battery box fire extinguishing devices with thermal runaway warning,fire alarm,and fire suppression functions.

11.2 The fire detection alarm of the battery box fire extinguishing device should alert the driver with sound or light alarm signals when thermal runaway and fire conditions of the energy storage device are detected.

When thermal runaway occurs,the battery box fire extinguishing device should ensure that there is no external fire or explosion of the battery box within 5 minutes after the thermal accident signal occurs.

11.4 The installation of the battery box fire extinguishing device should not affect the protection level requirements of the battery box body.

The fire extinguishing device of the 11.5 battery box should also meet the functional requirements specified in 10.2 and 10.3.

The standard stipulates the following for monitoring and alarm devices for flammable volatile substances:

12.1 Flammable volatile monitoring and alarm devices should be installed in the carriage.

12.2 Flammable volatile substance monitoring and alarm device:When the combustible gas or volatile substance in the monitored area reaches the alarm set value,the combustible liquid should be able to provide an audible or visual alarm signal.

12.3 Flammable volatile matter monitoring and alarm devices should be installed near the instrument panel or combined inside the instrument panel.

12.4 The installation position of the flammable volatile substance monitoring and alarm device detector should be at the passenger door,under the seat or on the side wall,and the height of the detector bottom from the floor plane should not be less than 200mm.A detector should be installed at the entrance of the car,and detectors should be distributed every 2m²in the key protection area of the carriage.

The relevant technical requirements for the detector of the 12.5 flammable volatile substance monitoring and alarm device shall comply with the provisions of GB15322.1,and the response time for the splashing of flammable substances in the carriage shall not exceed 3 seconds.

12.6 The monitoring and alarm device for flammable volatile substances should have a self checking function and be able to emit sound or light fault warning signals.
