Notice from the Ministry of Industry and Information Technology on Further Improving the Safety Supervision of the Promotion and Application of New Energy Vehicles

  Provinces,autonomous regions,municipalities directly under the central government,and cities specifically designated in the state plan are responsible for the industrial and information technology departments,leading departments of the joint conference system for new energy vehicle work,relevant industry organizations,and new energy vehicle production enterprises

  New energy vehicles are in the early and critical stage of industrial development,and the safety issues related to the promotion and application of new energy vehicles not only involve the safety of people's lives and property,but also relate to the overall sustainable and healthy development of the new energy vehicle industry.The leading departments of the joint meeting system for new energy vehicles in various local governments,as well as relevant production enterprises,should attach great importance to the safety issues of the entire industry chain and life cycle of new energy vehicles in accordance with the spirit of the State Council executive meeting on February 24,2016 and the symposium on the development of the new energy vehicle industry on July 6,2016,as well as the relevant requirements of the"Guiding Opinions of the General Office of the State Council on Accelerating the Promotion and Application of New Energy Vehicles"(Guobanfa[2014]No.35),prioritize ensuring safety,grasp key links,accelerate the establishment and improvement of a safety guarantee system,and promote the healthy and sustainable development of the new energy vehicle industry.The relevant matters are hereby notified as follows:

  1、New energy vehicle manufacturing enterprises should implement the main responsibility for product quality and safety

  New energy vehicle manufacturers are the first person responsible for safety and bear overall responsibility for the entire vehicle product.We must firmly establish a sense of responsibility for quality and safety,strictly control every link from research and development,manufacturing,operation monitoring,maintenance,etc.,to ensure the quality,safety,and production consistency of new energy vehicle products promoted and applied.

  (1)Improve product quality and safety level.Production enterprises should increase research and development investment,strengthen core and key technology research and development,ensure safety with technology,and strive to develop advanced and applicable new energy vehicle models and products.We need to strengthen supplier management,strictly control component quality,and take responsibility for component quality issues.Strict vehicle factory inspections are required to ensure production consistency and overall vehicle quality and safety.Starting from January 1,2017,all newly produced new energy buses will temporarily comply with the requirements of the"Safety Technical Conditions for Electric Buses"(see attachment)before the national standards for electric bus safety are issued.

  (2)Establish a sound enterprise monitoring platform.Production enterprises should establish and improve a monitoring platform for new energy vehicle enterprises,fully communicate with users and sign confidentiality agreements.Starting from January 1,2017,all newly produced new energy vehicles should be equipped with on-board terminals,and the safety status of key systems such as the entire vehicle and power battery should be monitored and managed through the enterprise monitoring platform.In accordance with the national standard requirements of the"Technical Specification for Remote Service and Management System of Electric Vehicles"(GB/T32960),relevant safety status information of public service vehicles should be uploaded to local monitoring platforms.The enterprise monitoring platform should set up a national monitoring platform interface to accept supervision and spot checks from the national monitoring platform.When receiving real-time data call instructions from the national monitoring platform,the relevant safety status information of the corresponding vehicle should be uploaded to the national monitoring platform according to the instructions.Production enterprises should set reasonable vehicle and battery safety thresholds,monitor key system operating parameters in real time through enterprise monitoring platforms,and promptly warn and take effective measures to eliminate safety hazards found in vehicles.For new energy vehicle products that have been sold,vehicle manufacturers should provide free upgrade and renovation services for related monitoring systems such as onboard terminals and communication protocols in accordance with national standards,and promptly notify users of the necessity of remote safety monitoring,striving to gradually incorporate it into the monitoring platform.Production enterprises and their staff shall properly safeguard monitoring data information and shall not disclose,tamper with,damage or sell it.

  (3)Improve after-sales service capabilities.Production enterprises should abide by their product quality assurance commitments,reasonably layout their after-sales service network,establish and improve the after-sales safety operation file system for new energy vehicles,and do a good job in regular safety inspections,maintenance and other services for new energy vehicles.In particular,they should strengthen the inspection and maintenance of high-voltage systems inside power batteries,wiring harnesses and connectors.Strictly implement the requirements of the new national standards for charging interfaces and communication protocols.Newly produced new energy vehicle products must meet the requirements of the new national standards for charging interfaces and communication protocols.Free renovation and upgrading services should be provided for sold new energy vehicle products to improve charging interoperability and safety.

  (4)Cooperate to carry out product quality inspection work.Production enterprises should cooperate with operating enterprises and sales companies to carry out market sampling inspections and safety hazard assessments of new energy vehicle products in collaboration with relevant departments.Conduct investigations as required for products that have experienced safety accidents such as fires and explosions,thoroughly analyze and identify the causes,and immediately take improvement measures for similar products with design defects.

  2、Local government departments should effectively carry out safety supervision work

  The leading department of the joint meeting system for new energy vehicles of local governments should strengthen organizational leadership,increase safety supervision,establish and improve local monitoring platforms,and timely discover safety hazards;Establish a safety accident handling mechanism and promptly initiate an investigation mechanism for any safety issues that arise.

  (1)Strengthen organizational leadership.Establish a safety supervision working group for the promotion and application of new energy vehicles,and establish a sound mechanism for identifying safety hazards.Organize production,operation and other enterprises to regularly conduct safety hazard inspections on the operation status of new energy vehicles and their power batteries,charging infrastructure,etc.promoted and applied in the public service field.Focus on conducting safety inspections on early promoted vehicles,and take immediate measures to eliminate safety hazards found.

  (2)Establish and improve local monitoring platforms.Each region should use information technology to establish and improve local monitoring platforms for the promotion and application of new energy vehicles in the public service field,and receive real-time information from vehicle manufacturers on the safe operation status,mileage,and charging capacity of new energy vehicles in the public service field within their jurisdiction,as well as key system failures such as vehicle and power batteries,and drive motors.Local monitoring platforms should set up national monitoring platform interfaces to accept supervision and spot checks from the national monitoring platform.When receiving real-time data call instructions from the national monitoring platform,relevant information should be uploaded to the platform according to the instructions.The construction of local monitoring platforms shall refer to the national standard"Technical Specification for Remote Service and Management System of Electric Vehicles"(GB/T32960),and shall not arbitrarily expand the scope of information collection outside the national standard.At the same time,the data confidentiality of local monitoring platforms shall be done well to ensure information security.

  (3)Establish a safety accident handling mechanism.Develop emergency plans,rescue and rescue plans,and accident investigation plans for new energy vehicle accidents,and organize relevant units to conduct training and publicity.After a safety accident such as a fire occurs in a new energy vehicle,the emergency plan should be immediately activated and emergency rescue should be organized.Experts and relevant enterprises should be promptly organized to conduct accident investigations.The investigation results should be promptly reported to the Office of the Inter Ministerial Joint Conference on Energy Conservation and New Energy Vehicle Industry Development and actively made public.

  3、Industry organizations should fully leverage their role in industry self-discipline and technical support

  Industry organizations should attach great importance to the safety of new energy vehicles,organize industry enterprises to carry out safety technology exchanges and training,and improve safety awareness and level.Industry associations should fully leverage their role in industry self-discipline,research and establish a new energy vehicle safety credit evaluation system,and regularly complete evaluation reports;Recommend and form expert groups as needed to assist government departments in conducting safety accident investigations.Industry associations should establish a technical exchange platform to improve the level of product safety design for enterprises and the scientific and rational use of knowledge by users.Standardization organizations should increase their research efforts on safety standards for new energy vehicles,accelerate the improvement of the safety standard system,strengthen the promotion and application evaluation of safety standards.

  The Ministry of Industry and Information Technology will work with relevant departments to strengthen the supervision of enterprise monitoring platforms and local monitoring platforms,enhance the supervision of enterprise production consistency and product quality and safety assessment.For enterprises or vehicle models that have not established monitoring platforms in accordance with regulations,have experienced vehicle product quality and safety accidents,have falsified or concealed information,or engaged in fraudulent activities,measures such as public notification,ordering correction within a specified period of time,suspending or canceling the recommended vehicle model catalog for the promotion and application of new energy vehicles,vehicle production enterprises,and product announcements will be taken depending on the nature and severity of the problem.
